Recently, Chairman Yuan of the Group, leading a management team, conducted a special inspection tour to the Democratic Republic of the Congo (DRC) and Rongxing Investments Ltd. in Zambia, promoting the detailed and effective implementation of safety and environmental protection responsibilities through on-site supervision.
Upon arrival, despite the fatigue from the journey, Chairman Yuan and his entourage immediately got down to work. They organized personnel to conduct a comprehensive safety and environmental protection inspection of key areas including the production plant, tailings pond, storage area, and laboratory, focusing on four key aspects: First, the operational status of equipment and the implementation of operating procedures; second, the implementation of employees’ safety protection measures; third, the standardization of cargo stacking and the completeness of fire-fighting equipment; forth, the unobstructed nature of emergency exits. For critical operations such as high-altitude work and acid unloading, Chairman Yuan put forward specific requirements: it is imperative to ensure the safety and stability of high-altitude work platforms, and enhance the frequency and coverage of workshop inspections; at the same time, strengthen the protective measures for acid unloading operations, starting from operational standards and protective equipment, to ensure the personal safety of operators.

Centering on the two key topics of “safety risk prevention and control” and “coordination of surrounding relations”, Chairman Yuan proposed targeted optimization measures based on on-site realities: In terms of safety risk prevention and control, he required optimizing the reservoir drainage system to enhance flood control and drainage capacity; standardizing operational processes to avoid production accidents caused by equipment blockages at the source; comprehensively clearing weeds in the plant area to eliminate potential fire hazards; conducting unscheduled inspections on the integrity of the geomembrane in the tailings pond to prevent environmental pollution caused by leakage and uphold the bottom line of ecological protection. In terms of external relations management, it is necessary to proactively strengthen communication and coordination with surrounding residents, mitigate neighborhood relations through practical measures, and create a harmonious and stable external environment for the company’s development.

At the subsequent summary meeting, Chairman Yuan emphasized that safe production and environmental protection are the “dual lifelines” of overseas business development. All departments should take this inspection as an opportunity to strengthen daily management and control, establish a regular management mechanism, and refine safety and environmental protection responsibilities to every post and every individual. For identified safety and environmental hazards, clear rectification time frames and responsible persons should be designated, and a “zero-tolerance” attitude should be adopted to ensure thorough rectification. At the same time, close attention should be paid to changes in local safety and environmental protection regulations, and the management system should be adjusted and improved in a timely manner to effectively prevent external risks and establish a sound risk early warning mechanism. Focus should be placed on seven key areas of work: “strengthening safety and environmental protection awareness among all employees and giving play to the demonstration and leading role of Chinese staff; promoting the in-depth integration of safety and environmental protection management with the entire process of production and operations to improve the standardization of management; mobilizing the enthusiasm of local key employees to build a Sino-foreign collaborative safety and environmental protection work system; improving the internal and external quality of products, and strengthening equipment operation and maintenance to increase the utilization rate of machinery and equipment, laying a solid foundation for production and operations; establishing the concept that ‘safety and environmental protection are benefits’, continuously increasing investment in safety and environmental protection, and reducing risk costs from the source; establishing a task response mechanism with clear timelines to ensure the rapid implementation of all requirements”. Efforts should be made to create a new pattern of safe and environmentally friendly overseas development, ensure that all overseas employees work safely and live at ease, promote the sustained and healthy development of the Group’s overseas business, and lay a solid safety foundation for building a world-class international enterprise.
